China's stunning record of economic development since the 1970s has been marred by an increasingly obvious gap between the country's 'haves' and its 'have-nots'. While people living in some parts of the country have enjoyed dramatically improved conditions of life, those in other districts and regions have slipped ever further behind in terms of access to health, wealth, education, security and opportunity. Paying for Progress in China is a collection of essays which trace the causes of this growing inequality, using new data including surveys, interviews, newly available official statistics and in-depth fieldwork. Their findings expose the malfunctioning of China's 'broken' intergovernmental fiscal system, which has exacerbated the disequalizing effects of emerging market forces. Whilst the government's deliberately 'pro-poor' development policies have in recent years sought to reduce the gap between rich and poor, both markets, and also state institutions and policies, are continuing to create perverse equity outcomes across the country, confounding hopes for better-balanced and more inclusive growth in China. The interdisciplinary approach of this collection, incorporating work by economists, sociologists and political scientists, makes it a valuable resource for students of contemporary Chinese political economy and social development.

The contributors go beyond the previously articulated 'bringing the state back in' model to offer their own 'state-in-society' approach. They argue that states, which should be disaggregated for meaningful comparative study, are best analysed as parts of societies. States may help mould, but are also continually moulded by, the societies within which they are embedded. States' capacities, further, will vary depending on their ties to other social forces. And other social forces will be capable of being mobilised into political contention only under certain conditions. The Maoist state's dominance over Chinese society, achieved through such watersheds as the Great Leap Forward and the Cultural Revolution, is well known. Maoism at the Grassroots reexamines this period of transformation and upheaval from a new perspective, one that challenges the standard state-centered view. Bringing together scholars from China, Europe, North America, and Taiwan, this volume marshals new research to reveal a stunning diversity of individual viewpoints and local experiences during China's years of high socialism. Focusing on the period from the mid-1950s to 1980, the authors provide insights into the everyday lives of citizens across social strata, ethnicities, and regions. Some analysts highlight signs of 'progress' in the direction of more liberal, open, and responsive rule. Others dwell instead on the many remaining 'obstacles' to a hoped-for democratic transition. Drawing together cutting-edge research from an international panel of experts, this volume argues that both those approaches rest upon too starkly drawn distinctions between democratic and non-democratic 'regime types', and concentrate too narrowly on institutions as opposed to practices. The prevailing analytical focus on adaptive and resilient authoritarianism - a neo-institutionalist concept - fails to capture what are often cross-cutting currents in ongoing processes of political change. Illuminating a vibrant repertoire of power practices employed in governing China today, these authors advance instead a more fluid, open-ended conceptual approach that privileges nimbleness, mutability, and receptivity to institutional and procedural invention and evolution.

This is the first systematic, longitudinal study of the organization and operations of Chinese government at the county level.
